2月3日，英国ALUFER Mining Ltd矿业公司在几内亚博法省的铝土矿项目举行了基础设施建设开工仪式，几内亚总统孔戴出席了开工仪式。

此外，几内亚地矿部长马加苏巴、英国驻几大使Cathérine Inglehearn女士等贵宾也出席了开工仪式。

 （一）项目基本背景

ALUFER公司是一家在英国注册的矿业企业，ALUFER在几内亚注册的当地法人公司名称为Bel Air Mining，该公司在几内亚东北部的博法省（BOFFA）获得一处铝矾土矿。

英国ALUFER公司在几内亚的矿区位于：博凯大区（Région de Boké）博法省（Préfecture de Boffa）杜布如县（la sous-préfecture de Doupourou）境内。

   距离大西洋出海口15公里，已探明铝矾土矿储量1.46亿吨。

2016年2月1日，英国ALUFER公司与几内亚地矿部签署《采矿权基础协议》。协议的核心条款有:

1、几内亚政府在该项目中占15%干股（不出资），英国ALUFER公司以注资和投资占股85%。

2、在项目启动的前5年，该项目享受一系列的税收减免优惠待遇，例如，免交最低包干税、免交公司盈利税、免交土地税、免交采矿权证税、免交资源税等。

3、ALUFER公司承诺在整个开采期内投资不低于5亿美元；其中，第一期启动阶段基础设施投资1.85亿美元，直接和间接创造当地就业3000人以上。

4、几方承诺，不对该项目采取国家征用、没收、国有化、本土化等措施。

2016年6月3日，几内亚地矿部向几内亚国民议会提交了几内亚政府与英国ALUFER公司签署的铝矾土矿开采权协议文本，地矿部长向国民议会做了有关说明。经过审议，几内亚国民议会批准了该协议。至此，该项目采矿权协议完成了几内亚《矿业法》规定的批准程序。

 （二）基建计划

ALUFER公司计划在大西洋出海口投资建设一个深水码头，能容纳10万吨散装船停靠。修建矿区到码头的15公里长的沥青公路，计划使用矿山运输重型开车将矿石运输到码头，装船、出口。

第一期基建计划2017年初动工、2018年底完成，第二期基建工程计划2019年初动工，2021年完成。

2018-2023年，计划年出口铝矾土矿500万吨，2023年以后提高到1000万吨。出于环保考虑，ALUFER开采方式不采用传统的炸药方式，而采取直接使用大型专用挖掘机挖掘。

据几内亚地矿部官网报道，2017年1月13日，几内亚地矿部长马加苏巴与英国ALUFER矿业公司高管举行工作会谈，就英国ALUFER公司在几内亚博法省（BOFFA）矿区项目启动基础设施建设交换意见。

英国ALUFER公司在几内亚注册成立的几内亚法人企业名为Bel Air Mining SA，根据其计划，该公司将投资1.85亿美元，修建矿区营地、办公区、一条15公里的道路、港口装船设施、各类机械设备等。

Mines : Alpha Condé lance les travaux du projet Alufer Mining à Boffa pour 200 millions USD

Le président Alpha Condé, était l’hôte de marque des populations de Doupourou (préfecture de Boffa) où il a procédé ce vendredi 3 février au lancement des travaux du projet Bel-Air mining du groupe ALUFER pour un investissement de plus de 200 millions dedollars américains. Tel est le constat fait par Guinéenews  sur place.

C’est vers  11 heures du matin que l’hélicoptère  présidentiel a atterri à la place publique de l’hôtel Bel-Air situé dans la sous-préfecture de Doupourou, préfecture de Boffa. Après la revue des troupes et des autorités locales, le président Condé a eu un bain de foule dans un accueil chaleureux des populations massivement mobilisées pour la circonstance.

Alufer Dans son discours de bienvenu préfet de Boffa,    Hadja Aicha Sakho, a indiqué que c’est la première fois que cette préfecture  bénéficie d’un projet d'une telle envergure qui va enfin lui  permettre d’amorcer son essor économique. « Le projet que Boffa accueille a, dans toute sa phase préparatoire, donné une place de choix à l’information et à la communication entre le projet, les autorités locales et les communautés », a fait remarquer le préfet de Boffa.

« Avec notre associé, nous nous efforçons de construire  à Bel-Air, une mine du 21eme siècle pour une population de 21eme siècle. Plusieurs centaines d’emplois seront créés et  des centaines de millions de dollars, comme taxes et redevances seront payées à l’Etat », dira Adonis Pouroulis,  président du conseil d’administration d’ALUFER.

Poursuivant, il a précisé que « pour cet investissement important, le travail acharné de tous et le soutien du gouvernement de la Guinée ont permis au projet Bel-Air de franchir une autre étape importante.  »

Cathérine Inglehearn l’ambassadeur du Royaume Uni et  le premier conseiller de l’ambassade des  Etats-Unis d’Amérique sont  tous heureux d’être associés au financement de ce projet. Dans leur intervention, ils ont   tous  exprimé leur satisfaction et leur volonté

d’accompagner ce projet.

Le ministre des mines pour sa part,  apprécie hautement ce projet et s’en réjouit. « Nous partageons la satisfaction d’Alufer devant le

succès de sa démarche de financement. Le développement de nos ressources naturelles pour les marchés internationaux est très important pour l’économie guinéenne », a affirmé Abdoulaye Magassouba.

Dans son discours de circonstance, Alpha Condé a fait un large commentaire sur sa vision du développement du secteur minier en Guinée avant d’inviter les autres partenaires à emboiter les pas au projet ALUFER. Il a émis le souhait de voir la Guinée devenir le premier pays producteur  mondial de bauxite. Mais  par ailleurs, dit-il, sa priorité reste et demeure le développement du secteur  de l’agriculture pour une Guinée émergente. « C’est bon de développer les mines mais nous allons privilégier l’agriculture. Cela permettra à la Guinée d’être un pays émergeant », a rappelé le président Condé.

Alufer Mining Limited (“Alufer” or the “Company”) is an independent mineral exploration and development company with significant bauxite interests in the Republic of Guinea.

The Company is currently focused on the development of the Bel Air project, with production expected to commence in 2018.

Significant capital has been invested in exploration since January 2011 and substantial work programmes have identified a JORC compliant resource in excess of 3 billion tonnes of high quality bauxite at Bel Air and Labé.

Short construction timeframe of 18 months

Over 146Mt of JORC compliant resource has been identified – 46% Total Al2O3, 40.5% Av. Al2O3 and 1.7% RxSiO2

Development plan is for a 5.5Mtpa initial production rate, ramping up to a 10Mtpa open-pit operation, trucking DSO ore to coast for loading via transshipping barges to Capesize vessels

Fully licenced and formally documented: Mining Convention, ‘Project of National Interest’, DFS, ESIA (IFC and Equator Principles)

The Mining Convention was signed with the Government of Guinea on the 1st February 2016 (to view press release please click here) and subsequently ratified by Parliament in June with the Presidential Decree received in July 2016. Agreeing the Convention was a significant step forward, setting out the operational regime and fiscal/tax incentives for the development of the Project

Extensive DFS completed – validating logistics, construction and mining plans, as well as economic model

Comprehensive Social and Environmental Impact Assessment Studies are ongoing to strive to ensure full IFC and Performance Standard compliance

Next steps – complete financing package and secure offtake

Work on the financing package is well advanced with commitments from a number of strategic investors and institutions

Discussions with parties regarding potential offtake agreements underway

Bel Air production scheduled to commence in 2018

Alufer recently completed an extensive DFS which has validated the logistics, construction and mining plans as well as the economic model. This has also served to finetune the parameters, streamline efficiencies over the longer term and improve construction readiness.

Production will commence at a rate of 5.5mpta, ramping up to a 10.0mtpa operation.

The following plans have been confirmed:

Surface mining will be used as the mining method as this is a low opex option with simple handling and high efficiency

Optimised mining control

Significantly reduces strip ratio, waste handling and haulage costs

Lower fuel consumption

No crushing required

Improved in pit ground conditions

Reduced bulking factor

Reduced double handling

Less dust creation

Materials handling will ensure control of dedicated logistics and facilities

ROM ore will be delivered to the bin using side tipping trucks

This will be withdrawn using two apron feeders and conveyed from the bin to the stockpile

This will be reclaimed by apron feeders and conveyed along jetty to barge loader

SCADA control included

Onshore infrastructure will include:

A self-contained camp and operations centre

Water wellfields which have been identified and designed

Power obtained by diesel generators

Dedicated communications and internet

Barge loading will comprise one slewing, telescopic barge loader

This represents the optimum balance between low capex, simplicity of operation and functionality

Achieves nameplate capacity of 2,000tph (continuous)

Barging will transport the ore to an Ocean Going Vessel at the Transshipment Zone, approx. 32km offshore

Transshipment involves the loading of bauxite into barges at a barge berth at the end of a causeway and then onto Capesize vessels

Onshore InfrastructureAll samples collected were submitted for XRF and low temperature (150°C) bomb digest analysis; this has enabled Alufer to produce an extensive chemical database and has resulted in a thorough understanding of the available alumina and reactive silica distribution throughout the project

99 representative core samples were selected from all bauxite facies (bauxite – BX, ferruginous bauxite – BXF and lateritic bauxite – BXL) for detailed bauxite characterisation

Analysis included density, moisture, organic carbon, XRF, bomb digest, XRD, minor oxides and trace element analysis

The DSO unwashed Bel Air bauxite should be easily processed as full or partial feedstock in low and high temperature refineries or for sweetening process

Further bauxite characterisation testing revealed three types or bauxite: DSO bauxite; ferruginous bauxite; and lateritic (or clayed) bauxite. Ferruginous and lateritic bauxite can be beneficiated into export products through a process of washing and screening
